POSITION DESCRIPTION

POSITION SUMMARY

The Program Manager, Data Operations (Contract) is a vital member of the Data Office Team. The successful candidate will be responsible for overseeing processes that have been established to ensure secure and responsible access to data for AI and machine learning at Vector, which includes management of processes such as data transfers and data access approvals. The role also includes oversight of parameters and processes for releasing open-source AI and machine learning products. The Program Manager, Data Operations supports training and onboarding researchers working with sensitive data and maintains detailed records associated with all contracts/agreements managed by the Data Office team, ensuring that Vector meets all of its milestones and deliverables. The Program Manager will also assist with metrics and reporting. The ideal candidate is detail-oriented, understands a research environment, and is familiar with requirements for working with sensitive data.

KEY RESPONSIBILITIES

Supervisory

  • Provide leadership, coaching and direction to the Project Coordinator, Health Research Operations

Data Operations

  • Oversee the review and approval of data access requests at Vector;
  • Work across multiple work streams to ensure the safe transfer and use of data in Vector compute environments;
  • Review data licenses and make approval recommendations to the Director, Health Research Operations;
  • Maintain detailed records related to Vector data processes; and,
  • Work with colleagues across Vector to design, streamline, and modify data processes.

Data Access Management

  • Manage and monitor contracts/agreements and initiate renewal or deactivation when necessary;
  • Support contract/agreement reviews by gathering relevant information related to researchers, students, legacy agreements, etc.;
  • Oversee onboarding processes for all researchers accessing sensitive data, including tracking, monitoring, and quarterly audits;
  • Conduct Data Use Agreement (DUA) trainings for all incoming researchers and log all training schedules;
  • Liaise with Vector’s Scientific Computing team and Research Operations and Academic Partnerships work stream in approving new users on the Vector computing cluster and conduct audits on existing users for sensitive data folders; and,
  • Triage questions/inquiries about data access related to sensitive data and provide education to individuals using Vector’s compute environments on processes around working with sensitive data.

Health Research Operations

  • Planning and project management of portfolio initiatives:
    • Lead in project plan creation, engagement with project stakeholders, identification and management of project risks, and milestone tracking;
    • Implement improved structures and processes for project contracts/agreements;
    • Create and implement a document management system to organize and make available core project documents; and,
    • Support, refine, and implement a framework for how the work stream engages with Vector Faculty, Affiliate Faculty, and their trainees to support and coordinate implementation of its strategic objectives.
  • Maintain a team tracker that incorporates key objectives, milestones, and deliverables for all action plans;
  • Generate reports on performance against targets for senior management and the Board of Directors; and,
  • Contribute information related to the Data Office to Vector’s Wiki for faculty and researchers to conveniently locate resources.

Financial Operations

  • Work closely with Faculty Members to monitor project budgets, and facilitate and assist with inquiries from faculty on projects;
  • Review and pre-approve Health team expense claims; and,
  • Conduct an annual review of existing Data Use Agreements including reporting obligations as required.

KEY SUCCESS MEASURES

  • Data access is enabled for Vector researchers and industry sponsor participants;
  • Agreement compliance is tracked and monitored;
  • Vector’s internal data training program is delivered effectively and efficiently; and,
  • High quality service and support are delivered, fostering strong and effective working relationships with internal and external stakeholders.

PROFILE OF THE IDEAL CANDIDATE

  • Holds, at minimum, a university degree in a business, technical, or related field; PMP or PMI certification preferred;
  • 3-5 years of experience managing projects (scoping, planning, implementation, monitoring, and project closure), with expertise in data management and handling contracts/agreements for data sharing;
  • Experience with projects that involve researchers is considered an asset;
  • Adept at working with multidisciplinary stakeholders, prioritizing conflicting needs, managing limited resources, handling matters expeditiously, and following through on tasks to successful completion;
  • Possesses exceptional verbal and written English communication skills; effective in presenting to a diverse set of stakeholders from the business, health, and technology ecosystem; and,
  • Brings a positive attitude and energy, integrity, a sense of humour, and outlook to a corporate culture, and is motivated by continuous learning and the desire to make a difference and a real contribution to health AI.
