We collect and share 13 million pounds of food every year, which is sorted and packed and distributed to Manitobans through our Community Food Network of more than 380 food banks and agencies in Winnipeg, rural, northern and First Nations communities. Right now, we feed 108,000 Manitobans every month; 49% are children. Our Food Distribution Centre, which includes our Community Support Centre and Warehouse, is in our Winnipeg headquarters.

Position Summary

The Facilities & Safety Manager is a key operational leader at Harvest Manitoba, responsible for ensuring that our facilities, fleet, and workplace environments are safe, functional, and supportive of our mission. This role oversees day-to-day building maintenance, oversee capital projects, safety and regulatory compliance, and team leadership ensuring that Harvest’s physical infrastructure empowers our team members, volunteers, and partners to serve Manitobans in need.

While collaboration across departments is essential, the emphasis is on proactive facilities management, safety leadership, and operational efficiency. Key responsibilities include managing facility maintenance programs, developing and implementing health and safety policies, and leading the Maintenance, Safety, and cleaning teams. The Manager ensures that all facilities and operations meet compliance standards while supporting a culture of safety and accountability.

This position also contributes to internal capacity-building by developing infrastructure plans, refining safety protocols, and strengthening systems that support Harvest Manitoba’s growing operational demands. The Manager, Facilities & Safety works closely with the Vice President of Operations and organizational leadership to align infrastructure and safety priorities with strategic goals.

Key Responsibilities

1. Facilities Management

  • Oversee day-to-day building operations, including preventative and routine maintenance, repairs, and capital improvements.
  • Manage building systems such as HVAC, plumbing, electrical, lighting, mechanical systems, and water conservation.
  • Supervise trades and contractors for installation, inspection, and repair of systems and infrastructure; approve and document completed work.
  • Maintain compliance with all building codes, fire codes, accessibility standards, and local regulations.
  • Ensure the upkeep of all physical spaces including offices, warehouse areas, public spaces, and exterior grounds (e.g., lawn care, snow removal).

2. Safety & Compliance

  • Lead the development, implementation, and monitoring of health and safety programs in compliance with Workplace Safety and Health (WSH) regulations.
  • Conduct safety inspections, risk assessments, and audits across the property.
  • Coordinate emergency preparedness planning and training (e.g., fire drills, evacuation procedures, first aid readiness).
  • Investigate safety incidents, document findings, and implement corrective actions as needed.
  • Serve as the main contact for safety-related inquiries and compliance inspections.

3. Leadership & Administration

  • Supervise the Facilities and Cleaning teams, including hiring, training, scheduling, coaching, and performance management.
  • Foster a safety-first, service-oriented, and collaborative team culture.
  • Develop departmental budgets and oversee purchasing and cost controls for supplies, services, and equipment.
  • Maintain accurate maintenance, inspection, and compliance records.
  • Provide strategic input on building improvements, space optimization, and operational efficiency.

4. Cross-Departmental Collaboration

  • Partner with departments across Harvest to ensure that facilities and safety needs are understood, prioritized, and addressed.
  • Communicate project timelines, disruptions, and safety updates clearly and proactively with internal stakeholders.
  • Support organizational events and initiatives by coordinating facilities and site readiness.

5. Budget Management & Reporting

  • Support in the development of the annual operating and capital budgets for facilities and safety.
  • Track expenditures, invoices, and ensure cost-effective purchasing and procurement.
  • Prepare operational reports for internal review.
  • Monitor and evaluate facility-related projects against timelines and budgets, reporting progress to leadership.
  • Other Duties as Assigned

Qualifications & Experience

  • Post-secondary education in Facilities Management, Occupational Health & Safety, or a related field is required.
  • Equivalent combination of education and Minimum of 6 years of progressive experience in facilities and safety management.
  • Professional certification(s) such as Facilities Management Professional (FMP), Certified Facility Manager (CFM), Building Operator Certification (BOC), or Canadian Registered Safety Professional (CRSP) designation is considered a strong asset.
  • Valid Manitoba Class 5 driver’s license and clean Driver’s Abstract required.
  • Proven ability to manage and troubleshoot building systems.
  • Experience working with contractors, tradespeople, and inspectors, including project coordination, quality assurance, and safety sign-off responsibilities.
  • Demonstrated understanding of local building codes, fire codes, health & safety legislation, and accessibility regulations.
  • Strong understanding of preventative maintenance planning, work order tracking, and infrastructure lifecycle management.
  • Strong written and verbal communication skills.
  • Experience leading teams, building positive workplace culture, and managing conflict.
  • Strong interpersonal and conflict-resolution skills with a collaborative management style.
  • Experience maintaining or interpreting technical documentation, SDS sheets, WHMIS protocols, and building schematics or plans.
