Info-Tech is seeking a Federal Bids & Contracts Specialist to join our established U.S Federal Government focused sales team, working with managing partners, and executive advisors/counselors to support the bid development for contracts needed to increase Info-Tech’s market share within the sector. This role will work closely with the already established Bids & Contracts team to leverage existing contracting vehicles as well as Federal US Government specific contracting efforts and to anticipate and prepare bid opportunities for IT research & Advisory subscription services as well as consulting engagements.

This role will be responsible for pursuing federal government bid opportunities in the IT Research & Advisory, and the consulting lines of business. A key focus of this position will be to build a strong working relationship with key US Government procurement personnel who support existing and prospective purchases. Info-Tech has quadrupled in size (revenue and employee count) since January of 2020. That growth has illuminated the need for a US Federal Government focused Bids & Contracts Specialist to increase the number of contract vehicles and Blanket Purchase Agreements to enhance efforts to expand out penetration into the US federal market.

Info-Tech requires a Federal US Government specialist who brings knowledge of federal procurements policies and procedures and is an enthusiastic self-starter. This role requires sound time management skills, advanced task and project prioritization abilities, and excellent project management and organizational skills. The ideal candidate must have advanced communication skills both verbal and written, is scrupulous, and has exceptional attention to detail. Sales and account management skills are highly applicable to this role.

Our team is in search of a candidate who is experienced and comfortable working in both a Team environment as well as independently. We are looking for someone who can achieve success in a fast-paced, deadline-driven environment. We require an individual who can take initiative, and act independently, while also being able to follow directions. This role will report to our V.P. Compliance, Bids & Contracts.

Mandatory Requirements:

  1. US Citizen with the ability to obtain a US Security Clearance.
  2. Willing to undergo a background investigation as a part of the candidate vetting process.
  3. Living in the United States, and ideally in the Northeastern or Mid-Atlantic regions of the United States, preferably in the US National Capital Region/Washington DC area.

Responsibilities:

  • Building and supporting our U.S Federal Government team in contract development for both IT Research & Advisory, and IT focused Consulting Opportunities.
  • Working with the United States General Services Administration (“GSA”) and the Department of Defense (DoD) Enterprise Software Initiative (ESI) Contract Agreements, through updates, and guidelines to secure new contracts and new business, as well as update and maintain current contracts.
  • Providing U.S Federal Government purchasing facilitation and advice.
  • Maintaining and procuring business using GSA’s online procurement and contract site, GSA eBuy.
  • Managing, and strategically using the GovWin web portal for future opportunities, and current contracting information.
  • Working with and managing large Federal Government entities (members/ clients) to secure new business as well as maintain current business.
  • Collaborate and maximize partnership with the Managing Partners (MP’s), Consultants, Sales teams, management, Bids and Contracts teams.
  • Building updated collateral representative of Info-Tech’s products and services for the U.S Federal contracts as well as templates for re-use within bids and overall Federal Government sales pursuits.
  • Supporting sales, managing partners and consultants with Federal Government specific strategies to increase sales and reduce lag time in sales cycles.
  • Maintain a listing of all agreed to FAR/DFAR clauses and update the Info-Tech files as those clauses are changed and/or updated.

Additional Responsibilities:

  • Understanding of all Info-Tech Federal US Government focused purchasing contracts.
  • Assist with transition between RFP acceptance and contract execution within the U.S Federal domain.
  • Answer internal commercial team questions regarding standing government contract vehicles.
  • Serve as the internal expert and facilitator of U.S government contract vehicles in partnership and support of our Managing Partners and sales teams.
  • Understand Info-Tech corporate documents and structure and know what to provide to clients and staff when required.
  • Understand the bid, proposal, and contract review process for documents related to U.S. Federal Government sales, contracts, vendors of record, and bid responses, etc.
  • Perform initial reviews of select client and/or internal staff documents, flagging issues for Legal Counsel to review.
  • Work between Legal Counsel and Federal Government teams for updating and managing U.S government contracts including GSA and DoD ESI modifications.

  • Familiarity with standard capture/proposal management methodologies (i.e. Shipley) is a plus.
  • Ability to critically review standard legal documents with oversight of Legal Counsel.
  • Professional demeanor with ability to strictly adhere to client and company confidentiality, Conflicts Policy, and corporate Code of Conduct.
  • Ability to multi-task, prioritize, and work within deadlines.
  • Strong service skills both internally and customer-facing.
  • Ability to say “no” and/or assert expertise to protect Info-Tech’s interests both internally and externally.
  • Thrive in a paperless environment. Must be adept at learning new technology and be proficient with Microsoft Suite of products.
  • Salesforce experience is an asset; however, the ability to learn how to use the Company’s CRM software is essential.
  • Must be willing to learn independently, research, and problem solve on-the-job, yet feel comfortable asking for help.
