We’re looking for our next Head of Strategic Business Support & Accounting Policy . Could It Be You?

Reporting to the CFO of Questbank, the role is a senior finance leader and key strategic partner responsible for setting, administering, and governing all financial accounting and regulatory reporting standards and policies. The role serves as the lead finance business support for the Treasury and Capital Markets functions, providing expertise on complex transactions and overseeing technical accounting matters, including the design and documentation of IFRS 9 hedge accounting strategies for the derivatives portfolio. This role also manages a team of Senior Financial Analysts and is accountable for the timely and accurate submission of all mandatory OSFI and CDIC Regulatory Reporting, ensuring the highest level of compliance and integrity across all financial standards.

In this role, responsibilities include but are not limited to:

  • Acts as a strategic delegate for the CFO on major enterprise initiatives and cross-functional forums, ensuring the perspectives of all Finance disciplines (Treasury, FP&A, Controllership) are collaboratively integrated and represented.
  • Operates independently in the development, interpretation, and ongoing administration of all internal Accounting Policies and Finance Policy Administration, ensuring consistency and alignment with external regulatory and accounting standards.
  • Serves as the lead strategic finance advisor for the Treasury and Capital Markets functions, providing financial expertise, capital and valuation insights to executive leadership on new product initiatives and portfolio acquisitions.
  • Partners with the CFO to prepare and co-present complex financial strategies accounting policy impacts, and regulatory reporting updates to the Executive Committee and the Audit Committee of the Board of Directors.
  • Directs the financial accounting, capital and policy strategies for Capital Market debt issuances, securitization programs (e.g., RMBS, CMB) and structured financing.
  • Leads the interpretation and practical application of complex accounting standards, including the design and documentation of IFRS 9 hedge accounting strategies for derivatives portfolio.
  • Provides technical advice and expertise to the Financial Planning & Analysis (FP&A) team for the accurate modeling and forecasting of Capital Markets and Treasury activities.
  • Oversees and ensures the accuracy, completeness, and timely submission of all mandatory Regulatory Reporting to OSFI and CDIC, including monthly, quarterly, and annual filings.
  • Acts as the key accounting expert and owner for the development and implementation of accounting rules and requirements within a new finance hub platform.
  • Supports the development of accounting requirements and implementation & testing phases for the launch of multiple new retail bank products.

  • Have a demonstrated ability to influence and advise C-suite executives and Board members, with the gravitas required to act as the CFO's delegate in high-stakes commercial and regulatory discussions fostering strong, collaborative partnerships with peer Finance executives.
  • Have a proven experience providing finance support for corporate transactions, including mergers, securitization, risk transfer, debt financing, and financial due diligence.
  • Have a proven ability to effectively execute performance management processes, develop employees, create succession plans, and coach and manage direct reports (experience overseeing teams of professionals is highly valued).
  • Have an ability to translate complex regulatory, capital and accounting requirements into effective, implementable policies and procedures that support business growth and optimize financial outcomes (e.g., net interest margin, risk-adjusted return on equity).
  • Expert-level proficiency in IFRS 9, Revenue Recognition, and a wide array of complex accounting applications including business combinations, hedge accounting, securitization, and special purpose entity consolidations.
  • Accounting Policy Development: Deep and proven ability to develop, document, and administer complex accounting policies in a regulated financial institution Property of Questrade, Inc.
  • Regulatory Compliance: Extensive knowledge of regulatory reporting requirements for OSFI and CDIC, ensuring timely and accurate monthly, quarterly, and annual submissions.
  • Risk Management Frameworks: Knowledge of RCSA, RCM, and TPRM frameworks, including the design and assessment of financial controls and compliance processes.
  • Communication (Verbal & Written): Strong communication skills to articulate complex financial concepts clearly, present recommendations, and influence stakeholders (e.g., CFO, Board, consultants).
  • Attention to Detail & Accuracy: High degree of attention to detail and strong commitment to accuracy in all financial processes and reporting.
  • Integrity & Accountability: High level of integrity, confidentiality, and personal accountability for responsibilities.
  • Adaptability: Flexibility to adapt to changing market conditions, regulatory environments, and organizational needs.
  • CPA is required.
  • 10+ years' progressive experience in accounting policy, technical accounting or regulatory reporting within a regulated financial institution or accounting firm serving the financial sector, with a strong focus on Treasury and Capital Markets activities.

Compensation Information:

  • Base salary range: $200,000 - $250,000

  • The final compensation package will be commensurate with the successful candidate's experience, skills, and geographic location (Canada). It includes a comprehensive benefits plan and a competitive incentive (bonus) program for Full-Time Permanent roles.
