The Senior Product Manager, Real-Time Rail & eTransfer will be responsible for leading the program execution and managing the product roadmap for the Bank's participation as a Direct to Exchange Participant in Payments Canada's Real-Time Rail (RTR) system and a Direct Participant to Interac eTransfer. The incumbent will define and drive the implementation roadmap, manage key internal and external stakeholder relationships (including Payments Canada, Bank of Canada , technology vendors), and ensure all initiatives align with enterprise strategic goals, regulatory requirements (including OSFI Guidelines E-21 , B-13 , B-10 , and Integrity and Security ), and Payments Canada RTR By-laws and Rules. This role requires superior execution focus, strategic thinking, cross-functional influence, and relationship management to ensure the Bank is ready for launch and sustained operation on the RTR.
The Senior Product Manager will play a pivotal role in executing the Bank's strategy for direct participation in the Real-Time Rail (RTR) and eTransfer. Working closely with Technology, Operations, Risk, Compliance, Treasury, Fraud Management, and various Business Lines, the incumbent will lead the end-to-end execution of projects required for RTR readiness. This includes overseeing system modernization, process re-engineering, development of new capabilities (e.g., for ISO 20022 messaging , 24/7/365 operations , real-time gross settlement (RTGS) , liquidity management , and RTR fraud mitigation tools ), and ensuring compliance with all relevant Payments Canada rules and OSFI guidelines (e.g., E-21 , B-13 , Integrity and Security ). In this role, responsibilities include but are not limited to:
- Program Execution & Roadmap Management: Lead the execution of the RTR participation program roadmap through rigorous prioritization. Guide cross-functional teams through key projects, ensuring adherence to sound business practices, project management discipline, and regulatory requirements. Act as a Subject Matter Expert (SME) on RTR for internal teams (Technology, Operations, Risk, Compliance, Legal, Treasury, Fraud, Training, Marketing). Oversee the Payments Canada onboarding process, including readiness activities, testing phases (e.g., Basic Industry Test , Industry Solution Assurance ), and final attestation.
- Capability Development: In conjunction with Technology and Operations partners, define, design, develop, and implement the necessary internal capabilities for successful RTR participation as a ISP. This includes systems and processes supporting ISO 20022 message specifications , real-time payment exchange , RTGS , liquidity management tools, 24/7/365 operational readiness , RTR fraud tools integration (CRL, CFA, CFR, CoP ), exception handling , and reporting requirements.
- Stakeholder & Vendor Management: Serve as a primary point of contact with Payments Canada regarding program execution and onboarding. Liaise with the Bank of Canada concerning the settlement account and related operational procedures. Manage relationships with key technology vendors and service providers supporting the RTR implementation, ensuring alignment with Bank standards and regulatory expectations (e.g., OSFI B-10 ).
- Requirements Definition & Integration: Collaborate with internal colleagues (Business Analysts, Technology Architects, Operations Specialists) to translate Payments Canada rules and business strategy into detailed business requirements, user stories, and technical specifications for RTR systems and processes. Ensure seamless integration with existing Bank systems and adherence to the Bank's technology architecture standards.
- Risk Management & Compliance: Ensure the RTR implementation aligns with the Bank's Operational Risk Management Framework (e.g., OSFI E-21 ) and Technology and Cyber Risk Management policies (e.g., OSFI B-13 ). Oversee the implementation of controls for operational resilience, including business continuity and disaster recovery planning and testing , incident management , change management , data risk management , and fraud prevention. Ensure adherence to Payments Canada RTR rules , by-laws , and relevant OSFI guidelines.
- Go-Live Readiness & Communication: Develop and execute the go-live plan, including internal readiness assessments, communication strategies, and training coordination. Work with internal Marketing and Communications partners on internal launch communications and stakeholder updates. Ensure operational teams are prepared for 24/7/365 support and incident management.
- Industry Knowledge & Monitoring: Maintain a deep understanding of the Canadian payments ecosystem, Payments Canada's RTR system , global real-time payment trends, ISO 20022 standards , and relevant banking regulations (OSFI, Payments Canada ). Monitor RTR developments and competitor activities to inform ongoing strategy and roadmap adjustments.

- Have 5-7+ years’ experience in product management, program management, or business analysis roles within the financial services/payments industry.
- Have 15-20+ years’ cumulative professional experience, all industries.
- Have a Post-secondary education (preferably in Business, Technology, or a related field).
- Have deep knowledge of Canadian payment systems (clearing and settlement), including familiarity with Payments Canada's systems and mandates.
- Have demonstrated experience with real-time payment systems and/or large-scale payment system implementations is highly desirable.
- Have strong understanding of ISO 20022 messaging standards is a significant asset.
- Have proven experience leading complex, cross-functional technology and business process implementation projects, preferably using Agile methodologies.
- Have experience creating business cases and presenting complex initiatives to executive teams.
- Have experience managing strategic partnerships and vendor relationships.
- Have knowledge of Canadian banking regulations and compliance requirements (e.g., OSFI guidelines E-21 , B-13 , B-10 , Payments Canada Rules ).
- Have familiarity with operational risk, resilience, business continuity , disaster recovery , and fraud management concepts within a banking context.
- Have appreciation for connecting with a consumer in the digital age however understand the journey to gradually take customers with you through new digital solutions
