We’re looking for our next Treasurer. Could It Be You?

The Treasurer is responsible for managing all aspects of Community Trust Company’s (CTC) and Questbank’s funding programs, strategic management of cash, settlement capabilities, liquidity, asset and liability management, and treasury risk management frameworks. This role is critical for ensuring the measurement and management of liquidity and interest rate risks, as well as optimizing the Company’s financial margin through effective treasury strategies. The Treasurer plays an integral role in managing structural risk and contributes to the overall financial health of CTC and Questbank.

Reporting to the Chief Financial Officer, the Treasurer is directly responsible for all aspects of asset and liability management processes, cash management , funds transfer pricing methodologies, pricing and treasury risk management frameworks. This role is accountable for structural risk management programs to ensure appropriate measurement and management of asset and liability cash flows in a manner that supports financial margin and treasury risk limits. The Treasurer is the Chair of the Asset, Liability and Capital Committee (ALCO) and Pricing Committee.

In this role, responsibilities include but are not limited to:

  • Operates independently in managing day-to-day treasury operations, including interest rate setting, hedging programs, funding programs, and regulatory reporting, while ensuring compliance with internal policies and external regulations.
  • Chairs the Asset Liability Capital Committee (ALCO).
  • Responsible for liquidity capital and interest rate risk management policies and limits , pricing and treasury optimization.
  • Chairs the Pricing Committee responsible for pricing strategies for all products including deposit sources that support funding and balance sheet management objectives.
  • Develops treasury strategies for Net Interest Margin optimization including but not limited to interest rate hedge programs, funding strategy and managing interest rate and basis risk volatility.
  • Develops and maintains a robust framework for monitoring and managing liquidity positions, including intra-day liquidity management when required, and managing the appropriate level of HQLA and investment thereof..
  • Directly oversees treasury risk management strategies and frameworks and compliance with limits, with the authority to implement and recommend corrective actions when necessary.
  • Develops and implements liquidity and interest rate stress testing programs at a level commensurate with the size and sophistication of the growing balance sheet.
  • Establishes and oversees comprehensive cash management processes and policies.
  • Builds and manages the treasury requirement capabilities for Real Time Rail (RTR) and direct settlement with Bank of Canada, when needed.
  • Works closely with the product teams and business development team on the structure and features of banking products, to maximize returns and manage risks.
  • Supports the development of short and long term secured and unsecured funding programs including but not limited to commercial paper, mortgage warehouse programs and other wholesale funding sources.
  • Ensures adherence with RCM framework through effective oversight the proper implementation of policies, procedures and controls as required by regulations.

  • Have a University degree in Business or Finance; an MBA, CFA and/or FRM designation is preferred.
  • Have 10+ years' management experience within a treasury function of a regulated financial institution in progressively more responsible positions in 'like' roles.
  • Have solid operational experience in cash management and treasury.
  • Have superior knowledge and exposure in development, implementation and ongoing management of liquidity, LCFP, and stress testing.
  • Have superior knowledge and exposure to management of interest rate and foreign exchange risks and ALM.
  • Have superior knowledge and exposure to broker deposits, wholesale financial markets and securitization programs.
  • Have strong communication skills and the ability to influence
  • Have the ability to manage multiple projects simultaneously with varied audiences and needs
  • Have sound understanding and proficiency in risk management.
  • Have effective attention to detail and a high degree of accuracy.
  • Have a high level of integrity, confidentiality and accountability.
  • Have sound analytical thinking, planning, prioritization and execution skills.
  • Have proven experience effectively executing performance management processes, employee development plans, succession planning and coaching strategies for direct reports.
